Scripting & Seat types

Only users who belong to 'Developer seat type' will have access to scripting?

Yes that is correct. Power Users are not expected to need / be comfortable scripting in most cases. Usually the setup interactions menu covers the interactions a Power User would want to setup beyond the built-in interactions.
