I made a navigation from a dashboard to a report passing parameters to filter the data.
Now if the user refrehes data, the parameter is resetted to all. Ho to preserve his values?

It’s expected that leaving a dashboard would reset the filters as this is the default behaviour. If you really like the idea of having these filters saved, you could always enable personalization.

Otherwise, you could ask your users to use the “Share” button to create a link to the dashboard. Links that are created will remember the current parameter values.
