How To: Pie Gauges
For the general guidelines, here is an article about Working with gauges.
In this specific example, each pie gauge has two measures and there is a data label placed in the middle to show the value of one of the measures.
The only thing you are probably missing after dragging two measures onto a pie gauge is to adjust the scale. Select the gauge, open the Properties panel, and click Scale (at the very top of the Main tab).
Indicate a maximum value, which is bigger than either of your measures, and you will see something similar to the sample.
