That doesn’t solve the problem of having 2 filters, one for User Country & one for Page Country.
The situation is that both User Country & Page Country can have different countries for one time period. The users want to be able to filter by both.

So you have two filters, with different values - what do you mean by making them mutually exclusive? Do you only want the user to be able to use one of them at a time?
Would like to use both of the filters at the same time. The problem that’s happening is that when I connect Page Country filters to the splicers of the metric set, that works, but when I go to connect User Country filter to metric sets, that has Page Country pre-checked, and doesn’t let me connect User Country to the User Country splicer.
