End user to add charts in the desired place

Hi Team

I have a requirement where we want users to add the charts in the main dashboard as per their wish.
For e.g. I have Layer 1 , and Layer 2.
Layer 1 is main layer which already contains 6 charts and layer 2 contains additional custom charts lets say around 4.
Now I want to allow user to add the custom charts from layer 2 to layer 1.
Note : User should be able to pick any number of charts (0 to 4) from Layer 2 and bring it to Layer 1 and place it in the dashboard as per their wish. Is this possible with Dundas ?
