Is it possible to create a bubble chart without an x or y axis so that the bubbles “float” next to each other in a cluster? Currently, when I have a single Measure (count) and Series they are overlayed on top of eachother. I’ve tried playing with ‘SIDE-BY-SIDE POSITION’, but can’t create what I’m looking for. See here for an example of what I’m trying to recreate:

That looks like a bubble tree map. just an observation I not got any ideas how to do it in Dundas.
You’re right, very similar to a tree map but I prefer the visualization of the bubbles.
This type of visualization certainly isn’t a bubble chart as the layout system is completely different. If you want something like this, you’re probably best embedding it with D3 into Dundas BI. Here’s what i found with a quick search that might help you.
