Hi Daniel,
As you probably guessed, the "DBI0030" health check for "Check Fragmented Indexes in App DB" ensures that the indexes in the Application Database (App DB) are not overly fragmented which may lead to reduced performance. Usually, the easiest way to defragment the App DB indexes, it so click on the "Apply Fix" option which will execute this task for you. Then you can run the health check again and ensure the issue is gone.

Did you try to apply the fix and then received the error you mentioned ("transaction deadlocked ") or did you get this error while running another health check?
