Is it possible to view this user data from the UI? I’m thinking that not everyone on the support side will be able to script to get this information.

No, there is no UI for this functionality but i did add that as part of the ask for the feature request.

Is this data exported with the user accounts?

Yes, this data can be both exported and imported.

Can I rely on Dundas not changing these values itself?

Yes, you can rely on Dundas BI not changing these values. Although there is no promise that the application might not add additional information there.
